As war exploded in Europe, Japan continued to expand its control in Asia. The Japanese gained control of French Indochina, in July 1941. Outraged at this aggressive behavior, Roosevelt immediately froze all Japanese assets in the U.S. and refused to ship any gasoline (an oil embargo), machine tools, scrap iron, and steel to Japan. The newly elected Prime Minister of Japan, Hideki Tojo, responded in November 1941, by sending delegates to Washington D.C. The delegates were supposed to negotiate with the United States in order to get the oil embargo lifted.
